Have they secured a permit?

You cannot install a heat pump in Guelph or the surrounding area without a electrical permit! All heat pumps require some electrical work and you need a permit to do any electrical work so you need an electrician to be part of the job. Some HVAC installers will do this electrical work on their own and illegally bypass the electrician and permitting – this should be avoided at all costs.
